Is it normal to have powder in the fuse of a black cat?

my black cats have powder on the fuse and i dont wanna blow myself up

It is normal.  The fuse is merely paper impregnated with gunpowder in small amounts.  The main cylinder of the Black Cat holds the balance of the gunpowder.  The difference in fuse vs. cylinder is that the fuse isn't so tightly wrapped.  So it burns slower and hisses at you.  The cylinder or body of the Black Cat compresses the powder, providing it resistance to expansion of gases.  What actually blows up is ... hot air.

    The "bang" of a firecracker occurs when the wrapping around the gunpowder finally gives way and the casing splits apart under the pressure of the gases inside that casing.  Just like a balloon pops, but smaller and with more force.  But in both cases the noise is just compressed air being released in a single, very quick moment.
