Is it normal to have white chunks under the f******n of the p***s?

well its called smegma and its stuff that helps with the control of drying of the head of the p***s,,

also its a waste product from your bladder and it gets caught under the f******n when you pee and if you don't wash there it gets smelly there and you see deposits building up around the rim of the head..

if you m********e and have not washed there for a while you end up seeing little bits of white/yellow lumps all around the head..[head cheese].
