depends, is this a house AC or a car AC. If it is a car, yes. If a house, it depends, is it a window unit or central air. If window unit, yes. If central air, no, you shouldnt hear it, but it will leak air. If you hear it in the central air, the tube where the water comes out just needs to be flushed with vinegar to clear it up.

Yes, what you are hearing is the condensation formed as the a/c unit takes the humidity out of the air as the air gets dehumidified, ie cool.  This condensation either drips from a window unit or is drained away in a built in system.
