No it's normal to pay Scammers through Western Union though!

No it isn't, a legitimate agency would have other methods of payment set up securely.

I would be very careful.

NO WAY

All the legit travel agencies dont use Western Union or other money transferring thing. You pay them directly (either through credit/debit, cash or check)

NO Credit/debit card, bank transfer or cash is the norm. Suspicious.....
