  1. maybe she's trying to brown nose the boss or spy on you or sabotage you.

  2. I will do it if I think that boss needs to know. I am a manager and deal with other departments employees, so for me yes it is normal. If someone in my department gets an email and I am copied it is usually something the other person thinks I need to make the ultimate decision on.

  3. If the E-mail are work related, and also effects the boss then yes it is normal to cc the boss if applicable.

  4. As a manager, almost without exception, I cc employees' bosses on positive email messages (like "job well done") but not on negative, critical ones. CC'ing your boss on everything is widely recognized as being "bad email etiquette," but your boss should be the done to tell the person in question to knock it off. Good luck!

  5. It could be typical to that person's workstyle (perhaps they've been burned before) or perhaps your boss has requested this.

It is more typical for someone to do this if they feel that they have reason to do so. For instance, they want proof that they've given you an assignment or pertinent information in the event that a mistake is made in the future. This sounds like a bit of insurance on the part of your fellow employee in case the ball is dropped.

Take it as a reminder to dot your i's and cross your t's
