Metal won't burn under normal circumstances.  But furnishings, electrical wire insulation, hydraulic fluid, baggage, clothing, etc will burn.  

The best bet is good housekeeping, well trained train staff (in prevention and suppression), and a good supply of fire extinguishers and detectors.

if the coach is fire proof then people and bags inside will be the only source of combustion and will burn more!!
