  1. No, there is no law to that effect. How could you fix a dog that you don't even own?


  2. No because some people live of money from breeding and it would be like saying "No one can farm anymore" It's taking a job away.  

  3. No.  You need to fx your dog around 6 to 8 months, so, no, its not mandatory.

  5. Only through Animal Shelters here and that is adoption.  If that was true all the breeders would be having a fit.  More dogs should be fixed then there are, at this time there is no law.
