Is it odd that I'm this flat?

I am almost 16 and a 34 A cup. I'm very small for my age (4'11, 100 lbs), but I'm a little worried that my bust is still this small. Have I stopped growing, or have I just not had a "growth spurt"? My mom is a 34 C, so I'm hoping genetics are in my favor...just delayed.

no not at all.  I'm 16, and i'm 5'7" (on the taller side) and 115 lbs and i'm a 32A.  It's nothing we can control unless surgery is an option.  You just have to live with what you've got and learn to love your body

I am 22, 5'7'', 135 lbs and have a 34 A. It is totally normal.

I'm 16, 5'3", 100 pounds, and a 32A cup. It's normal. Some of us just have small b***s. There's nothing we can do about it but wait and see if they get any bigger. There's nothing wrong with you.
