No not under any circumstance is it OK.

It's not tolerated if a factory worker or a garbageman smokes crack or even a lesser drug like pot. A presidential candidate should in no way have anything to do with crack.

Better to come clean about it now, than have people find out later.  I would expect them to make it clear that it was a dumb idea and they've dropped the habit.
