There are three answers to this. The Republican answer, the Democrat Answer, and the real world answer.

According to the Republican answer dressing up as a girl on Halloween is  dangerous and irresponsible because it sends the wrong social message to young people. Lit: Cross dressing is OK. As dressing up as a girl threatens to shatter the foundations of American democracy, and to "make our children g*y".

According to the Democrat answer dressing up as a girl is perfectly OK as it excersises your fundamental human right to live the lifestyle that you desire.

According the real world answer you should do whatever you want, but going commando is can be considered a felony on a windy night.
