Is it ok to connect #20 wire to a #15 wire to a junction box ?

  1. A 20GA wire is quite small - sounds like a doorbell wire or thermostat wire.  A 15GA (is it really 14GA?)  wire will handle quite a bit of current (15A).  If you are trying to extend a circuit with the 20GA wire, don't do it.  If you are trying to extend the 20GA wire with the larger wire, sure go ahead.
