Not the popular destination it used to be but yes and so is the whole state.

Very friendly people throughout the  the state , one of 23 I have traveled extensively.

Of course!  If you are asking if there is crime there...sure...just like in every city in the U.S. too.  But, the state of Veracruz and the city are safe, beautiful, delightful places to vist...I live  in the state of Veracruz, about 75 miles from the city.  .
