Sure, but don't be surprised when the dog attacks and you end up in prison for assaulting a police officer. Assaulting a K-9 is the same as assaulting a human in the eyes of the law.

It is most likely illegal.

If you kick a police dog, the dog will probably bite you, and you will probably be arrested.
