  1. sure why not

  2. With a full junior license you are not allowed to drive at all alone in the 5 boroughs that make up New York City.

In Long Island (Nassau & Suffolk) during the hours of 5 AM and 9 PM you may drive alone only directly between your home and employment, a work-study program, a course at a college, university, or registered evening high school, a driver education course, or while engaged in farm employment.

  3. If you have been licensed, then yes you are allowed to drive. Just remember that driving skill is also correlated to experience.  Now I know nothing about your driving ability and the care you take on the road, but your age group is statistically the least skilled and experienced on the road. I thought that I was quite skilled when I was that age, but now 6 years later at 23, I'm finding that I'm still probably not the best driver on the road, although I've had about 150,000-200,000 miles worth of experience under my belt. Just make sure you're aware of whats going on around you and try to be the exception to the rule that teenage drivers are usually the least safe.
