This super retarded guy has been been pissing the h**l out of me and i want to plant that faghs face in the pavement so hard that he suffocates and dies. Is this wrong? He is always staring at me and making faces and stuff like that which pisses me off.

NO! He is not aware that his actions p**s you off. He has no idea that he is being annoying you. He doesn't have much social skills or control of his actions. You could probably go to Juvi for doing that, or at least to trial.
