As a house painter for over 25 years, you can put latex paint over oil paint, but you have to use a primer that's made for that purpose.

No, no , no.  It might work in the short term but eventually you are going to have a peeling cracking mess to deal with.  What you need to do is use the correct primer first to deal with the situation, then you can paint with latex.  Ask at your improvement store to lead you in the right direction.
