Yes, you can take these medications together, though you may not want to do so on an empty stomach.  No, neither one of these medications will get you "high", nor will the combination of the 2.  Naproxen is an NSAID (non-steroidal anti-inflammatory) medication, similar to Ibuprofen (Advil/Motrin).  Tramadol HCL is classified as a centrally acting synthetic opioid analgesic; that being said, it acts more like a pain blocker than a pain reliever, as it blocks the pain receptors in your brain.  Large doses of Tramadol in conjunction with alcohol can cause respiratory depression, so DON'T consume alcohol while taking Tramadol.
