Yes, if you want 60 volts you can do this.  I can't think of anything that runs on 60 volts.  Is it safe?  It's as safe as the 120 in your wall outlet.

it's probably ok as in it won't damage anything, however, whatever you plug into it won't work because of the lower voltage.

if you've got a 110v outlet, then you don't need a 120v step-down transformer. it's likely your 110v is actually 120v unless you've measured it.
