Goa fine. Other south Indian beaches i dont think so. I mean no body objects you but that you will be the center of attraction.

general, do not use them, so I would say,

Yes, you can. Lots of foreign tourists do that but do cover up some when travelling around Goa.

The only thing is that you may have some other tourists "bird watching" ......you know what I mean.....
