  1. The Army Reserves are just that.  A reserve force to help augment the regular army when they are stretched too thin.  The National Guard is there to help out the states with an organized military type force for logistics and security in things like hurricanes.


  2. The ARNG/ANG is a state's miltia and operate under Title 32 of USC while Active forces and federal reserve forces act under Title 10. The Posse Comitatus Act restricts active duty forces from operating with in US borders. The act is broad and you could read the link I included to read about the act. I guess bottom line, the Guard is the backbone of any military diaster relief operation with in US borders.

  3. Reserves would be used if there were any left in country to help.  

  4. The Army Reserves work for the federal government. National Guard units work for the state government and answer to the governor (unless called up by the federal government)

  5. The National Guard of each state is the Army Reserves.

  6. Traditionally it is the state's national guard, but in major emergency instances (i.e. Katrina) the federalized Army Reserve units can be called up as well.  Moreover, if a specialized unit is needed and such is only found indigenous to Army Reserve outfits (i.e. Air Wings, Search and Rescue, HAZMAT units, intelligence and psyops) they can be detailed out to the state level per the President's request.
