#1 -  yes. there are exceptional liars.

#2 - the reality behind our definitions regardless of the accuracy of those definitions is real. To me the criterion for real -  is 'having been defined'.  All definitions (no matter how "true") may or may not relate to reality, we can never know, but when attempting to tell the truth we cannot be blamed for any discrepancy between reality and our definiition - your clever person can be blamed for realting his definitions to a reality known to be false. The duration of the false reality will depend on how clever your clever person is - It may endure forever and as many lies have already done before it- become 'history'.

Yes it is. Intelligence has nothing to do with imaginationor belief. for about 1300 years most people thought the world was flat. You can't say that everyone was stupid, just that they didn't question it. I know that is testable but the same thing applies. religion is untestable and unprovable, but many intelligent people still follow it.
