Is it permissible to change the goalkeeper at the start of a penalty shootout?

example:

Players "1","2","3"..."11" played the regular full time which ended in a draw. (time for penalty shootout)

"11" played as goalkeeper the full time. He is not injured also.

But still can I keep any one else from "1" - "10" as goalkeeper when the shootout starts?

  2. Yes but surely you had your best keeper playing in goal for the game so cannot see why you would want to change, but yes it is within the laws of the game

  4. why would you want to put an outfield player in goal? they're probably not good at goalkeeping. :/

    No, your not allowed to do that. You are allowed to substitute your current goalie for another one (off the bench), however, this must be done during normal time.
