  1. Paint is only poisonous if ingested. It consists of a binder a filler and a tint. It's the medium into which the binder is integrated that you want to think about. Being oil or water base. The volatile compounds will evaporate in the air and move on. That said, first you need to know what the original paint is. Is it oil or latex? There are zero VOC paints out there made by Pittsburgh Paint and HD has a new one too but they are water based. So you would have to do a bit of light sanding and priming with a good quality primer. Do not use a shellac based primer. Talk about odor. Probably not good for you to breath. However to answer your first question, yes you can paint them on the inside. In many parts of the country that's all they do. Think about your pantry shelves. Odds are they're painted. If not your mom's are unless they're stained.

When it comes to doing the inside the best tool in the world to use, if not spraying and I assume by your question, that you are not; is a 4-6 inch fuzzy roller by zinser or at least a foam roller in the same size.
