  1. I work with model terrain, so I'd suggest talking to your local Games Workshop or model store, who sell both hotwire cutters and foam. GW costs a bit more than other places, but they will also help you build the terrain - if it's too pricey, try Bunnings or Mitre 10 who should have it. At a stretch, I know packaging stores hold foam, but I'm unsure if they have hotwire cutters.

The best foam is "pink foam" which is highly moldible and doesn't react to paint. Don't use polestyrene as that melts and sheds with some bondages, such as super glue - you end up with a room full of which snow. Textured paint helps the foam bond too. I don't know where you live, but there's some links to suppliers below. Definitely start at the local hardware and model stores though, but you may find ordered cutters are higher quality.

  2. I don't know what some of the things you mentioned are, but you can buy a simple one-wire, 2 D-battery, hot wire cutter for polystyrene foam at most hobby stores (or perhaps some craft stores or art supply stores).

This site, however, has lots of other hot tools for ps foams too:

As for the foam itself, the "strongest" would be extruded polystyrene foam (as compared to expanded ps foam--the kind that comes in boxes around computers, etc.).

You can buy sheets of it at home improvement and hardware stores, as various types of insulation.

To make other shapes, glue together a stack of similar shapes from the large sheets, then carve them as one large block of foam.
