not with someone very heavy on it, but I imagine that if it was like a baby swing, when they were strapped in, it'd be completely possible. But not on a normal swing, i think you'd fly...but i can't be sure

If you are swinging on the set as a normal person would, that is without rockets, jets, cannons, missiles, eagles, robins, or propellers, etc just you pumping back and forth,  then you cannot.  

At the top of your "back-swing" you only have enough kinetic energy to reach the same "equal and opposite" point on your "front-swing."  The fundamental laws of Physics still apply.

On a properly installed swingset it is impossible. However, if the installer did not correctly assemble the equipment, you have a slight chance of "swinging over". The reason for my answer, I actually have seen someone swing over the bar and well... it wasn't  pretty...
