  1. Not likely in the U.S.

    .tk is the Internet country code top-level domain (ccTLD) for Tokelau, a territory of New Zealand located in the South Pacific.

    Anyone can register a site a get a .tk domain name.  Here; http://www.101domain.com/tk.htm

    But it is unlikely any government site would do this.


  2. Doubtful, every government organization i've heard of was .gov
