if you mean in a music video, not realistically.  It's possible, but they usually like older people.  Even if they need a 16 year old looking person, they'll just get an 18 year old who looks young.

If you are refering to a show in a theatre then yes, most theatres require you to be 16 to be in the ensemble. If you mean in a music video then you would need to find an agent willing to work with you.
