Is it possible for a person that has a criminal record to get a fiancee visa and marry non U.S. citizen?

  1. Non-US Citizens cannot get fiance/fiancee visas.  Only US citizens can get them for their fiance/fiancees.

    If you are a US citizen, trying to get a fiance/fiancee visa for a foreigner, you must disclose your full criminal record to your fiance/fiancee as a part of the process.  No secrets.

No. Persons with criminal records cannot sponsor immigrants, so a US citizen with a criminal record would not be able to apply for a fiance visa and get it approved.  And with a criminal record, a person would be barred from entering another country, so the foreigner cannot sponsor the criminal to enter their country to get married.
