  1. lf you were born in Italy and you are a permanent resident in another country...you are still an Italian citizen.  You must have a passport to travel internationally.  You will need to go to the nearest Italian embassy to apply for that passport.  Do you have any family members in Italy that could help you get a new birth certificate?  If not, then maybe the Italian embassy or consulate nearest you will be able to help you get a new birth certificate so you can get a passport.  Your permanent resident card will be able to get you back into your country of residence, but you need to passport to travel.  If you are a permanent resident in the U.S. , see site below for list of Italian consulates in the U.S.

  2. Yes it is, you just go to the nearest Italian consulated or emmbasy with two different proof of identity and you should get one in a month or so

  3. It depends on whther your parents were Italian citizens at the time of your birth and whether or not you naturalized in a foreign country before August 15 1992. That is the date when Italy began to allow dual citizenship, so if you gained a foreign citizenship before this day, then you have no right to Italian citizenship, except in some cases.

If you were born in Italy with non-Italian citizen parents, then you are not an Italian citizen unless you have spent all of your childhood in Italy (from birth till 18). If you were born to Italian citizen parents then you are an Italian citizen unless you became a foreign citizen as above.

If you are ethnically Italian, you may have the right to Italian citizenship depending on a few circumstances.
