Is it possible for me to get the 08' model of the RBK 7k skate and replace the tounge wit the 07' model tounge

yeah you can do that, shouldnt be a real big deal to do, all you have to do is remove the stiching on both skates and then sew the tongue back on, its not real bad but idk if i would do it myself, if you take it to your proshop they should know what your talking about, ive seen it done, and it doesnt seem too hard so you should be fine, just be careful not to ruin your skates

Don't try to do it yourself. If you want it done, go to a shoe repair shop, or even better a specialized hockey equipment repair place. Just bring both skates in and have them do all of the work, including cutting the old tongue out.
