  1. No, you can't renew it in the Philippines without being present there.  However, all you need to do is to apply in person at the nearest foreign mission of the Philippines.

  3. Yes you can. You will have to inquire at the Philippine Embassy or Consulate that covers your area. For example there are 1 Embassy and 5 Consulates which cover 6 different regions in the US. You must go to the one for your region.
