Is it possible for someone who is unable to learn how to drive to live independently if there is no mass?

Yeah its possible better have a bike and a real comfortable pair of shoes though.

It is possible if the person doesn't want to go out very much.  A bicycle should be adequate to get groceries and stuff.

Why not? Just make sure that this person has good walking shoes.
