  2. I have a bird feeder on my deck, which is about 20 feet above the ground.

    A squirrel has decided to raid the feeder, but when I went out to scare him off, he ran around frantically looking for an avenue to escape.

    He would not jump off the deck from that height.

    I would eventually step aside and he would scurry past me and down the steps.

    I'd say "Yes" they have a fear of heights under certain conditions.
