The feature should be there...Go to Main Menu > setting > phone setting and then look for the option to activate there.

Indeed, check the user's guide for more info about phone's settings. The guide is available for download if you have thrown away without reading your printed copy.

Now, the fact is that the feature you ask about (cell info broadcast) is in fact a network provided service so if you're not using the phone in the same network where you have used the previous phone then the info might be missing due to the network not providing the service.
