Is it possible on pokemon mystery dungeon blue to evolve pokemon when they reach a certain level?

Yes, you have to beat Rayquaza. The meteor he destroys at the end of the game opens up a cave in the Whiscash pond. A chunk of the meteor apparently came off and smashed its way in. You have to be a certain level to evolve, yes. You also have to drop your partner off in a Friend Area also, to evolve. A hassle, I know. But, that's how you evolve. Hope this helps.
