to get web cam drivers that can be downloaded for a cam. i have a smart camera cam that works on xp or 98 not vista so i want to know if i can download universal web cam drivers

I think not. Each hardware has their own softwares that will work for them..

Actually funnily enough I have got a web cam and when I loaded my digi camera on and used it as a web cam it used the same program as the original cam! So in answer to your question they all appear to be the same.
