Is it possible that someone has a US Passport but he or she does not have a Social Security Card?

Highly unlikely.  Parents must get their child a Social Security number before the child turns 2 so that they can file their income tax returns each year and declare the child as a dependent.  Immigrants likewise apply for their SSNs as soon as they are eligible so they can work, etc.  They, too, need their child's SSN for income tax purposes.  Since every US citizen and LPR, wherever they are, and every resident must file annual income tax returns, they would have SSNs themselves and for their dependents.  How could someone not have an SSN if they were entitled to one?  It is mandatory for citizens, LPRs, and certain persons legally residing/working in the US.

    So what is your story?  How did this supposedly come about?  I would be very distrustful of any scenario here.


  2. no since one of the information needed to apply for a US passport is a social security number. if you don't have one, you don't qualify for a passport.
