Yes, when you buy your panels be sure to ask the sales clerk about the screws for attaching them.  You can also purchase a masonry bit to predrill the cement panels.  The panels go up just like drywall, only they are much heavier.

yes as long as the cement panels aren't too thick.  You can buy specially made screws for concrete panels.
