put a robots.txt file on the root directory of your website.

do a google search for "robots.txt" and you'll find the syntax of how to block the entire website, or just portions of it from webcrawlers like google, yahoo, etc.

Yes, Just using Google webmaster, You can tell Google not to index your website. Also you can put robots.txt file such that it deny every search engine crawlers to index any page of your website.
