Let's say a small football stadium (25.000 seats) with all the necessary condition for playing in Uefa Champions League. And you want to build it over an old stadium (demolish the old one first). And let's say that you have all the necessary money to do it.

  1. with the money necessary yea cause you could have massive crews working around the clock

  2. yea i think its a good idea that's were the next world cup is going to be so yes i think its necessary

  3. Not if Wembley was anything to go by !!!

I suppose it would have to do with how much money you have, you would have to say money is no object and mean it. That would get the architects and crews ready to build. The down side is red tape and jobsworths.

Local authorities and councils can delay matters for months.

Location is another matter, planning permision ect, so unfortunately

I would say I don't think it would be possible
