the question says it all.... well i guess i can say i want to go to jamaica

Of course you can.  The city where you live does not matter. You can buy tickets on any airline that you want. Just go to a website that sells airline tickets, call the airline, or see a travel agent.

Air Jamaica does not fly from Houston, so you may not want to use them. Changing airlines enroute is a hassle and can be more expensive.
