Is it possible to cancel wait listed railways tickets 7 days after the journey date?

I had booked two 3 tier AC tickets from Surat to Mumbai on 7th March. The tickets did not get confirmed (remained wait listed) till the train left. Is there a time period within which such tickets are to be canceled? Is it required to get a certificate from the starting station that I did not board the train?
