Yes, and you don't need  a router, though I 'd strongly recommend that you do [to benefit from any built in firewall]

It really depends what wireless cards you are using.  One that definitely has a software based access point is the MSI range  the software is called Software AP/Gateway and it will link with any machine using an MSI Wireless product such as USB dongle, PC-Card, or PCI Card.

If you're using XP, go to the control panel, click on wireless network installation and follow the instructions.

Under Vista I'm sure there's something similar.
