No, the only way I can think of is if you have a web server on your phone then you could log on to it with you psp. I highly doubt that you do though, otherwise no, unless you have some custom firmware on your psp and get blue tooth on it somehow

Wifi and bluetooth are 2 different communication protocols. The psp isn't Doesn't have bluetooth capacity therefore the answer is no.
