Is it possible to detonate an explosive such as c4 or tnt with high voltage without a blasting cap?

I would imagine an exploding wire could do it, but you not only need high voltage but high current. A pizeo lighter probably wont work, but charging a capacitor to a few/several  thousand volts and discharging it through a small wire might.
