Is it possible to download a street-level map of europe?

like google earth or multimap provides, but so I can store it on my hard drive and refer to it when I am not on the internet.

Does anyone know where I can get this preferably free (obviously) but I am also willing to pay a reasonable amount

There is Nokia Maps if you have a Nokia mobile telephone. You can get all of Europe onto your mobile and it's there for you on the street.
