Not yet however they are due to update Rockband soon and also GH3 so you should be able to which will be cool!

No, Harmonix didn't want to have downloadable content for Wii, They will make a track pack every 4 months or so with 20 songs for $40.

It is not possible to download more songs, how ever you can buy the Track Pack Volume 1 (more will come in the future).
