  1. Most likely, but some states don't allow it. However, it isn't easy - you'll have to file a petition with your county courthouse to have the court ORDER that the Vital Statistics/Vital Records office of the state where you were born replace "information A" with "information B". Of course, you have to have a valid reason (s*x change, name change, incorrect information, etc.).The courthouse fees can run up to $400 when it's all said-and-done, and throw in an extra $30 for the updated birth certificate.


  2. I'm sure Witness Protection could help you take on a new identity but short of that it is probably illegal and not really possible.

  4. No, that is your main form of identity.  You can't even get a new social security number.  That is something you will have from pretty much your birth until your death.
