  2. Which consulate will issue the visa will depend on jurisdictional capacity set by the Embassy itself. It has nothing to do with where passport is issued. An embassy/consulate covers certain states/geographical area. So if your State where you currently live in is covered by Mumbai embassy then you can. Otherwise check with the UK Embassy and find out the details as to where you should apply.

  3. It depends upon the policy of British Highcommission. They decide on the catagory of services provided by individual consulates. Your passport has be issued at the Indian passport office located in your state. It has no impact on British Highcommission, who is regulating the visa. Mumbai embassy can issue the visa, only if this office is empowered by the British Highcommission. Otherewise, you will have to approach New Delhi office.
