Is it possible to get a Mission Visa on 6 months ban period?

is it possible to get a mission visa if the candidate is under 6 months automatic labour ban and with out NOC.

I working in UAE 2006, Left UAE because of emergency... then I did not went to UAE where as I have put permanet UAE vias,... My sponscer is not ready for cancel this..

It is clearly mentioned in the below article that -

Companies that have no problems with the Ministry of Labour may apply for mission visas, provided that the person who will hold the mission visa should not have a ban.
